This meeting has not been notified in accordance with Section 46(3) of the Local Government Official Information and Meetings Act 1987 due to time constraints. The business of the meeting includes consideration of a report on Community Board Delegations, and a report on Red Bus Ltd which will be held in public excluded session.

In accordance with clause 25B of Schedule 7 of the Local Government Act 2002, members will attend the meetings by audio or audiovisual link.  Notice of Extraordinary Meeting 30 April 2020 Resolutions

An Extraordinary meeting of the Christchurch City Council was held on Thursday 30 April at 10am. In accordance with Section 51A of the Local Government Official Information and Meetings Act 1987, a summary of resolutions from the open part of the meeting is below:

 

Perth Street Proposed No Stopping

The Council received eight written deputations on the Perth Street Proposed No Stopping report. The Council resolved to reinstate no stopping restrictions on Avalon Street and Perth Street. The Council adopted Option two of the staff report to approve no stopping on the east side of Perth Street. Further resolutions implemented an area of no stopping on the west side of Perth Street and requested a report to the Linwood-Central-Heathcote Community Board to address matters raised in submissions on the proposed no stopping restrictions relating to speed.

 

Verbal update by the COVID-19 Incident Management Team Lead

The Council received a verbal update from the COVID-19 Incident Management Team Lead.

 

Amendments to RMA Delegations

The Council resolved to adopted changes to delegations in relation to the Resource Management Act 1999, and other miscellaneous matters as detailed in the attachment to the report, relying on clause 32 of Schedule 7 of the Local Government Act 2002 and sections 34 and 34A of the Resource Management Act 1991.

 

Biodiversity Fund Project Applications and Fund Update

The Council resolved to approve funding from the Biodiversity Fund to the following seven projects:

  1. View Hill Bluffs - $40,000
  2. Luke Thelning Reserve - $21,440
  3. Goughs Bay - $17,737
  4. Port Levy - $11,229
  5. Little Akaloa Headwaters - $4,000
  6. Ohinetahi spur valerian control - $16,907
  7. Mt Evans spur valerian control - $19,991

The Council noted staff will provide further advice relating to the funding pool, funding cap, proportion of project costs eligible and duration of funding for individual projects in future funding rounds.

 

Waste Management and Minimisation Plan Review

The Council resolved to agree that staff have 2013 Waste Management and Minimisation Plan under s50 of the Waste Minimisation Act 2008 and have completed a waste under that section of the Act. The Council noted that a further report to Council will seek adoption of a waste management and minimisation plan under section 43 of that Act and the process and timeframes to complete the revised plan.

 

Extraordinary meeting

The Council resolved to hold an Extraordinary meeting of the Council on Thursday 7 May at 10am to consider a public excluded report on Red Bus Ltd and any other matter that requires urgent Council consideration.
