Extraordinary Council Meeting – 10am, 9 April 2020

This meeting has not been notified in accordance with Section 46(3) of the Local Government Official Information and Meetings Act 1987 due to time constraints.

Ordinary Council Meeting – 10am, 23 April 2020

In accordance with clause 25B of Schedule 7 of the Local Government Act 2002, members will attend the meetings by audio or audiovisual link. The meetings are open to the public through access to the live broadcasting of the meetings, and a recording of the meetings will be available on the Council website:  https://councillive.ccc.govt.nz/live-stream(external link)

 

Notice of Extraordinary Meeting Resolutions

Extraordinary meetings of the Christchurch City Council were held on Tuesday 24 March 2020 at 5pm and Thursday 2 April at 10am. In accordance with Section 51A of the Local Government Official Information and Meetings Act 1987, the summary of the resolutions from the Extraordinary meetings are below:

COVID-19 Emergency Period

The Council noted that the COVID-19 emergency period requires councils to make appropriate arrangements to ensure decision-making can occur in an open and transparent manner, while meeting the obligations that have been put in place to limit the spread of COVID-19.

The Council revoked delegations to the Council’s committees, subcommittees and Community Boards, except for the Audit and Risk Committee where alternative delegations were put in place.

The Council established an Emergency Committee with the delegations of the Council, to meet only if a meeting of the Christchurch City Council is unable to meet due to lack of a quorum.

Verbal update by the COVID-19 Incident Management Team Lead

The Council received a verbal update from the COVID-19 Incident Management Team Lead.

Mayor's Report - COVID-19 March 2020

The Council adopted the schedule of Council meetings for the months of April, May and June 2020.

The Council received the Mayor’s Report relating to COVID-19, noting matters relating to emergency management recovery plans and the Christchurch Economic Recovery Package. The Council noted impacts to be factored into Annual Plan and Long-Term Plan processes, and features of the Greater Christchurch Partnership, and the Greater Christchurch Strategic Framework (Grater Christchurch 2050).

Council Funding and Financial Relief Package

The Council considered matters regarding the impact of the COVID-19 crisis on the ability of some ratepayers to pay instalment 4 of 2019-20 rates. The Council resolved to consider matters relating to remission of late payment penalties in respect of instalment 4, and the Council’s Rates Remission Policy with regard to financial hardship directly attributed to the COVID-19 crisis.

The Council requested staff report back with any further information or adjustments in relation to the financial hardship criteria.

The Council agreed to the provision of and adopted a relief package for defined categories of Council tenants.
