Construction to begin on 'Wheels to Wings cycleway - stage one' later in 2025.
We last provided an update on this work in December 2024, after the elected Council approved a staged approach for this cycleway. This followed a change in central government funding.
Since then, work relating to Wheels to Wings was included in the draft Annual Plan 2025/26 consultation(external link), between February and March 2025.
At their Annual Plan meeting(external link) on Thursday 26 June 2025, the elected Council approved carrying forward funds to:

Please note: We’ve identified a couple of small design changes needed to deliver this work safely. We’re in the process of contacting the owners of properties directly affected by these changes.
Construction of the Wheels to Wings cycleway – stage one is programmed to begin later in 2025.
Our next step is to carry out some investigation work near Harewood School Te Kura o Tāwera and at the Harewood Road, Gardiners Road and Breens Road intersection. This investigation work will take around one week and will be completed by the end of July 2025. If your property is affected by this work, you’ll receive a start works notice before we begin.
We’ll provide further updates as we get closer to beginning our work.
The construction of the remainder of the route is yet to be finalised and will be confirmed through future Annual Plan or Long Term Plan processes.
A key decision has been made regarding the next steps for the Wheels to Wings Papanui ki Waiwhetū cycleway.
Since receiving confirmation that a government funding contribution is unlikely to be provided for Wheels to Wings, the elected Council has been discussing the next steps for the cycleway during the 2025-2026 Annual Plan process.
At an Annual Plan meeting on Tuesday 10 December 2024(external link), the elected Council approved a staged construction approach for the Wheels to Wings Major Cycle Route (MCR):

How we split the budget for this staged approach will be outlined in the Draft Annual Plan consultation, which will go out for public feedback in March 2025.

The cycleway was designed to provide a safe connection for local cycling trips through Harewood, Bishopdale and Papanui to schools, shops, businesses and parks.
We consulted on the cycleway from January to March 2021, and again in November 2021, and received more than 1400 submissions from residents, businesses and organisations. Several changes were made to the consulted design based on public feedback.
Hearings were held between February and April 2022, where submitters were able to present to the Hearings Panel. The panel considered all submissions and then made their recommendations to the Council to approve the revised plans following feedback received. The final plans were approved by the Council in July 2022.
