We’d like to hear from you about any changes we need to consider.

When the District Plan is working well it provides certainty and minimises the need for resource consent applications, as well as helping manage our environment and achieve our objectives for the city’s development.

How you can help

Fill in the form below to raise an issue or leave feedback about specific policies or rules that you think need to be improved or changed.

Once your comments are received, we will assess:

  1. Whether the issue is something that is managed by the District Plan. If it’s not, we’ll refer it to the appropriate team in Council.
  2. Whether the same or similar issues have already been raised.
  3. For new issues, whether monitoring and research would be required and what priority to give the issue (high, medium or low).

Here’s an overview of the process we use when issues are raised with the District Plan and the stages we work through to ensure we’ve got it right.

The process for improving the plan

Identify

Issues raised from the feedback we receive and monitoring research.

Understand

Understand the nature and scale of the issue. If a new issue, consider whether it is a matter that should be managed by the District Plan or if there is a more appropriate process.

Prioritise

Prioritise the issue in relation to other issues and changes being sought.

Research

Research high priority issues in more depth.

Notify

Develop and notify plan changes where evaluation reports indicate they are justified.

Monitor

When a change is made to the District Plan, set up further monitoring of the effectiveness of the changes made.

Monitoring helps the Council to identify potential issues with the District Plan. It also helps us decide whether or not changes are needed, and may provide some of the information needed to justify those changes.

Ideas for monitoring research projects and for plan changes come from a number of sources including the community, resource consent applicants, resource management professionals and other technical experts within the Council and in private practice.

Our monitoring programme, like the District Plan, covers a very broad range of topics including urban growth, housing supply and affordability, natural hazard risk, development of commercial centres, infrastructure, and natural, cultural and historic heritage values.

Over time, our work programme will seek to address the issues identified.
