Consultation on Proposed access restrictions: Vista Place and Roystone Way has now closed. People were able to provide feedback from 9 August 2017 to 25 August 2017.
We received 63 submissions with 54 respondents in general support, and eight respondents supporting the plan but with some concerns. One respondent did not generally support the proposal.

A report will be presented to the Spreydon-Cashmere Community board for project approval at their meeting on Friday 20 October 2017. The agenda will be available on the Council website from Wednesday 18 October 2017.

Christchurch City Council is proposing to support police enforcement by introducing night time access restrictions on Vista Place and Roystone Way, Huntsbury.
Residents on, and in the vicinity of Vista Place have been experiencing antisocial behaviour at night with vehicles often congregating at the Vista Place cul-de-sac head. Residents are being woken by loud noise from cars doing burnouts, loud music and partying.
There are reports of people accessing private property, intimidating behaviour towards residents and rubbish left on the road, landscaped and grassed areas.
Proposal
To support Police enforcement, Council proposes a road access restriction at night, under the ‘Prohibited Times on Roads’ Bylaw. Roads subject to ‘Prohibited Times on Roads’ are identified by ‘No Entry’ signs (right).
The night time no stopping restrictions will apply from 10pm to 5am, seven days a week. Legitimate road users are not affected by restricted access because, residents, and anyone else with a genuine reason for being on the streets, are exempt from the restrictions.
The Council’s ‘Prohibited Times on Roads’ Bylaw clause enables it to restrict night time access to a street to legitimate users only, such as residents and their visitors. The purpose of the Bylaw clause is to prevent nuisance or antisocial road users from accessing the street and creating problems. Those who infringe risk a $750 penalty.
The restrictions are planned for the entire length of Vista Place and Roystone Way.
