We’re upgrading wastewater infrastructure in Chelsea Street, including replacing the pipes and manholes.

The upgrade will help to ensure safe, reliable services for the community, and improve the resilience of our wastewater network.

Work will take place between Linwood Avenue and Pamela Street, extending up Pamela Street to number 26.

Our contractors will be on-site from Monday 13 April and will be working between 7am and 6pm Monday to Friday, excluding public holidays.

The work will be staged in sections starting at Pamela Street in April and finishing at the Linwood Avenue end in August. 

The depth of the pipes and soil conditions mean our contractor will need to use sheet piling to build the trench. Sheet piling is noisy and can cause vibrations but is necessary to ensure a dry and stable environment while the work is carried out. 

Planning for Chelsea Street road renewal works is currently underway. Please note that the road renewal works are yet to be approved by the Waitai Community Board, the report for these works will be presented on 7 April. Subject to approval, the road renewal works will be coordinated with the wastewater renewal works.

Traffic impacts

We're working hard to keep traffic impacts to a minimum and get the job done quickly. Detours and traffic management will be clearly signposted to help you plan ahead.

  • There will be a one-way system on Chelsea Street between Pamela Street and Linwood Avenue, running from east to west. 
  • Pamela Street will be closed at the Chelsea Street end in April but will be opened back up as work progresses. 
  • Chelsea Street between Pamela Street and Russell Street will be reinstated and reopened to two-way traffic as work progresses to reduce disruption. 
  • The pedestrian crossing at the intersection of Chelsea Street and Linwood Avene will be closed for a period of time while we replace the manhole nearby – likely to be later in July. 

Access to Eastgate Mall

The Chelsea Street entrance to Eastgate Mall will remain open as the project begins but will be closed as the work moves closer to Linwood Avenue, this isn't expected until June.
