Shirley Road, Hills Road and Warrington Street Intersection - safety improvements

What

We’ll be working on the road to install a range of intersection safety improvements, including a safe speed platform across the intersection. Traffic access through the intersection will be maintained for the majority of the project.

Why

The safe speed platform will encourage drivers to travel at a safer speed, providing people more time to react and avoid a crash. At lower speeds, there is also a better chance of people surviving a crash. This helps protect all road users, including pedestrians walking to school, preschool, or local shops.

Details

The scope of works will include the installation of a safe speed platform across the intersection; a raised pedestrian crossing on the slip lane from Shirley Road to Hills Road; traffic calming on the slip lane from Hills Road to Shirley Road, including a speed cushion, speed hump and kerb build-out; tactile pavers; and new traffic signals.

We’ll also be widening the footpaths and median islands to create a narrower approach to the intersection.

To minimise the need to come back again in the future, we’ll install new, additional stormwater infrastructure.

This project was approved by the Waipapa Papanui-Innes-Central Community Board on 15 February 2024.

Project timeline

We’re planning a high impact programme, so we can get out of your way quickly. The information below gives you an idea of how this will look and what further works notices you can expect to receive.

  • Stage 1This work will require shoulder closures at the southeast corner (Shirley Shopping Centre and the slip lane from Shirley Road to Hills Road) and at the northwest corner (Thai Corner).
  • Stage 2 This work will require shoulder closures at the southwest corner (The Cheesecake Shop) and at the northeast corner (Hills Road to Shirley Road slip lane). We’ll transition to Stage 2 gradually as work is completed in Stage 1. 

You’ll receive new works notices about the following parts of our programme:

  • Weekend-long full intersection closure – During Stage 2, we’ll also be closing the intersection for one weekend. This closure is scheduled from 6pm, Friday 14 June – 6am, Monday 17 June. The following weekend (21–24 June) will be the back-up option, if required, due to any weather conditions. We’ll make the call about which weekend the works will be done on Thursday 13 June.   • Night works – We'll be carrying out night works (6pm to 6am) between 26-31 May, using a temporary four-way stop/go system.  You'll receive more information about these works shortly.

Traffic impacts

  • We will need to close all dedicated turning lanes so that our contractor can work safely on the side of the road. This will reduce the volume of traffic able to get through the intersection – allow extra time to avoid delays.
  • Traffic will still be able to travel in all directions through the intersection (except for during the full intersection closures on the designated weekend date and on selected nights).
  • Slip lane closures:
    • The slip lane from Shirley Road onto Hills Road will be closed during Stage 1 and could remain closed during Stage 2. This closure will extend past the Shirley Road entry to Shirley Shopping Centre (and carpark), preventing access from this direction. However, traffic on Shirley Road will be able to make a left turn at the lights onto Hills Road and use the Hills Road entry/exit.
    • The slip lane from Hills Road onto Shirley Road will be closed during Stage 2. This closure will restrict access to the driveways within the slip lane. Traffic will be able to make a left turn at the lights from Hills Road onto Shirley Road. Pedestrian access will be maintained to the businesses within the slip lane.
  • The speed limit will be reduced to 30 km/h through the site to keep our contractors safe.
  • Please adhere to all signage and be aware of cyclists merging.
  • The bus stops either side of the intersection will be temporarily relocated over the duration of the work.
  • On-street parking will be temporarily removed during the works.

Information for residents and businesses

  • The nature of the work that we are doing will generate noise, dust, and vibrations.
  • We’ll need to close several footpaths while our crew is working, but access across the road will be available, under escorted crossing by our workers. Outside of our work times, safe pedestrian access will be made available.
  • Access to residences and businesses may be briefly impacted at times, but our crew will make access available as soon as possible.
  • Please advise us if you have specific property access requirements e.g. medical visits, home help, large vehicle deliveries, planned works.
  • The work will not impact on any services, such as water, electricity, telecommunications and gas.
  • Please put your bins out as usual by 6am on your collection day. Our team will move and return them, if needed.

We know this work can be disruptive, and we appreciate your cooperation and understanding.
