The plan was prepared by Christchurch City Council and submitted to Regenerate Christchurch in July 2017. It is the first Plan prepared using the fast track process set out in the Greater Christchurch Regeneration Act.

The Cranford Regeneration Plan covers approximately 125 hectares of rural zoned land in the Papanui and St Albans area.

The Plan removes the current land use restrictions on urban development on the land around the designated Cranford storm water management area. It also rezones approximately 38 hectares as Residential New Neighbourhood, enabling around 370 new houses to be built.

As well as housing, the Plan includes a vision that will see the Cranford stormwater management area transformed into a multi-purpose wetland and recreation area,
