Consultation has now closed

Consultation on Waterloo Road safety improvements has now closed. People were able to provide feedback from 25 July 2022 to 15 August 2022.

During this time we heard from 45 individuals and groups. You can read their feedback here. [PDF, 181 KB]

After considering all submissions, we have made the following changes to the plan which is going for approval to the board:

  • Add a second pedestrian refuge island on Waterloo Road; positioning one island in front of Hornby High School’s student entrance and another island in the vicinity of Hornby Primary School’s entrance to create an easy crossing experience for the two schools. This will change the positions of some of the P3 parking and the proposed bus stop.
  • Widening the proposed shared path to 4 metres

You can see a visual representation of the changes in the map below

Way safer for everyone

We’re making Waterloo Road way safer for the school communities and future Hornby Centre visitors.

We're proposing to install parking restrictions outside Hornby Primary and Hornby High schools to help with the flow of drop-off and pick-up traffic during school hours as well as repurposing these spaces as bus stops between 10am and 2pm, Monday to Friday.

We're making this area more cyclist friendly by constructing a 3-metre wide shared path on both sides of Waterloo Road for students to get to and from school and providing safe access to the future Hornby Centre.

Why we're doing this

Students from Hornby High School approached Waipuna Halswell-Hornby-Riccarton Community Board with concerns surrounding the safety of their peers crossing Waterloo Road. They shared there was a high volume of traffic on this road, including heavy vehicles, and vehicles travelling at speed.

After assessing Waterloo Road, it was concluded that the safety of the area could be greatly improved, most especially for students at Hornby High School and young children at the primary and pre-school.

It was determined that the existing infrastructure was not fit for purpose for large school groups and that with the growing interest in alternative travel modes to and from the schools, the plan was developed to make the road environment way safer.

What we're doing

  • A new pedestrian refuge island will be constructed on Waterloo Road between the entry points to Hornby High School and the new Hornby Centre.
  • New P3 parking between 8:15-9:15am and 2:30-3:30pm, Monday to Friday outside both schools.
  • P3 parking outside Hornby High School will revert to school bus parking between 10am-2pm, Monday to Friday.
  • A shared 3 metre-wide path will be constructed on both sides of Waterloo Road to provide access to both schools and the new Hornby Centre.
  • Kerb buildouts will be constructed on Smarts Road at the Waterloo Road intersection to slow trucks entering pedestrian areas.
  • Parking will be limited to P120 on the west side of Smarts Road.
A change in speed limits surrounding schools is coming later this year to align with Waka Kotahi’s Setting of Speed Limits Rule (2022)(external link)
