In preparing the draft management plan we have worked closely in partnership with Ōnuku Rūnanga to ensure the plan represents the cultural heritage values of the site. We have also taken into account initial feedback received about the reserve.

Your input will now help finalise this important reserve management plan, which will determine how the reserve is looked after for future generations.

Why is Takapūneke Reserve so important?

Takapūneke Reserve, near Akaroa, is a site of immense cultural significance to Ngāi Tahu and, in particular, to local iwi Ōnuku Rūnanga.

Up until the arrival of Europeans to New Zealand in the early 19th century, Takapūneke was a major trading village. In 1830, a significant event involving the massacre of many Ngāi Tahu people resulted in the reserve becoming tapu (sacred).

The reserve was registered as wāhi tapu (place of outstanding historical or cultural heritage value) in 2002 by the New Zealand Historic Places Trust, and in 2009, Takapūneke was classified as an Historic Reserve under the Reserves Act 1977. In 2012, the Council adopted the Takapūneke Conservation Report.

Acknowledging the site’s cultural significance and recognising that it should be protected for future generations, in 2012 the Council agreed to seek National Reserve status for Takapūneke Reserve from the Minister of Conservation.

The first step in this process is for the Council to prepare a (Draft) Takapūneke Reserve Management Plan in partnership with Ōnuku Rūnanga and with input from the public. The Council is required to prepare a reserve management plan for reserves it administers under the Reserves Act 1977, section 41.

Consultation requirements

The (Draft) Takapūneke Reserve Management Plan is open for written public comments or suggestions for a two month period, as per the requirements of the Reserves Act 1977, 41 (6) and 119 (1).

You can provide feedback from 11 October —5pm, 15 December 2017.

Next steps

After the Council has gathered public comments and suggestions on the (Draft) Takapūneke Reserve Management Plan, all submissions will be considered.

Staff will then prepare a report for a hearings panel  to review the submissions.

At the Hearing, submitters who had previously indicated they would like to verbally present their submissions to the panel, can be heard.

A report from the Hearings Panel together with the revised reserve management plan will be presented to Council to be adopted.

Once the management plan has been adopted by  Council, staff will work with Ōnuku Rünanga to start  implementing the agreed outcomes of the management plan.
