Traffic signals at Halswell Rd / Augustine Dr intersection

New traffic lights are planned at the intersection of Augustine Drive and Halswell Road (SH75) in a joint project involving Christchurch City Council, the New Zealand Transport Agency and Danne Mora Holdings, developer of the Halswell Commons subdivision.

Consultation has closed

Consultation on the traffic signals planned at the Halswell Road - Augustine Drive intersection opened on 8 June 2017 and closed on 29 June 2017.

During this time we heard from 26 individuals and groups. Feedback is now available [PDF, 83 KB].

The proposed signals are intended to improve safety and traffic flow for the new residential and commercial centre being built on the south side of Halswell Road. It will also provide access to and from Nga Puna Wai Sports Complex, and Canterbury Agricultural Park during major events.

Augustine Drive will be extended across Halswell Road to a new road named Monsaraz Boulevard. This road will link to the new Halswell Commons residential development, including the Heritage Park with the historic Spreydon Lodge as its centrepiece, and the new commercial centre to be name SouthWest Village. 

The design of Monsaraz Boulevard has been approved by the Council through the subdivision process.

The proposed signalised intersection is designed to improve movements for motor vehicles, pedestrians and cyclists. A number of different designs have been considered. Free left turns for vehicles have been discounted because of risks to pedestrians and cyclists crossing Halswell Road and the two connecting streets. 

It is proposed that a signalised shared crossing will replace the current pedestrian / cycle island on Halswell Road (near the end of Templetons Road).

To accommodate the turning lanes required on Augustine Drive, no stopping lines have been placed on the north side to Templetons Way, and on the south side to No.3 Augustine Drive.

As a result of the turning lanes on the Augustine Drive approach, five trees must be removed. If possible, these will be relocated along the Halswell Road frontage.

Background 

The rezoning of the land bounded by Halswell Road/Milns Road/Sparks Road/Hendersons Road to residential and commercial was a result of the Replacement District Plan process that was included in the Halswell North Outline Development Plan (ODP) for the area. The ODP and associated rules for the Halswell Commons include a requirement that the intersection of Augustine Drive with Halswell Road must be controlled by signals before the development of the SouthWest Village commercial area opens to the public.

The road layout and landscaping on Augustine Drive, Templetons Road and nearby sections of Halswell Road were approved by the Council in 2012.
