Today Council decided to support the recommendations from the Waikura/Linwood-Central-Heathcote Community Board following a Hearings Panel report.

Update 3 June 2020

Waikura/Linwood-Central-Heathcote Community Board meeting - 3/6/2020

The Waikura/Linwood-Central-Heathcote Community Board has recommended improved bus facilities on Buckleys Road by Eastgate Mall. The recommendation is to cul-de-sac Norwich Street to provide space for a better bus stop and to provide a traffic light controlled pedestrian crossing to improve access to the bus stop.

The project will now be referred to Council for a final decision.

The Waikura/Linwood-Central-Heathcote Community Board approved:

  • New road layout changes
  • New bus shelter locations
  • Northwest side of Buckleys Road:
  • Parking restrictions and relocation of bus stops

Southeast side of Buckleys Road (mall side):

  • Parking restrictions
  • Loading zone
  • Disability parking spaces
  • Bus stop relocation
  • Relocation of the taxi stands.

The taxi stands will be relocated to the rear entrance of the mall.

The Council will have the final decision on:

  • New traffic controls
  • New shared paths

This meeting will be on Thursday 9 July 2020.

Update 4/2/2020

Consultation has now closed

People were able to provide feedback from 13th November 2019 to 4th December 2019.

From the feedback, we have developed a revised plan.


Why we are changing bus stops

This is the third busiest bus area in the city with about 480 buses per day stopping and 1400 passengers per day boarding at the Eastgate bus stops.

The current bus shelters on the western side of Buckleys Road are small and inadequate for the number of people using them. There is poor connectivity to Eastgate Mall and buses often block residential driveways when they stop.


The options

We are seeking feedback on two options:

Option 1: Cul-de-sac Norwich Street

Norwich Street could be made a cul-de-sac. This would allow bus stops to be grouped together and would offer a better place for bus drivers to wait, without needing to block driveways. Access between Norwich Street and Buckleys Road would remain open. This is our preferred option.

Option 2: No left turn from Buckleys Road into Norwich Street

We could retain a left turn from Norwich Street onto Buckleys Road. This would split the bus stops and reduce the likelihood of buses blocking driveways. There would still be limited access from Norwich Street turning left into Buckleys Road.


Landscaping on Norwich Street

Depending on which option is chosen there is an opportunity to create a pleasant space at the end of Norwich Street.

Option one

There is space for some form of seating, trees, a grass bank, a drinking fountain and a paved play area (eg hopscotch etc). 

Option two

There is still space for some planting and a seat or a drinking fountain.

Tree removal in the central median

The median will be moved slightly as part of this work which will mean that the trees need to be removed. We will look at planting options that will not interfere with the pipes below the ground.


What we are proposing

  • Build better bus shelters to provide more protection from the weather
  • Install traffic lights to allow pedestrians to cross the road more easily
  • Move the bus stops to the end of Norwich Street to reduce the likelihood that driveways will be blocked
  • Relocate one of the bus shelters on the Eastgate side of the road to align with the traffic light pedestrian crossing
