Papanui 30 km/hr speed zone

To make the road network safer for all road users we are reviewing speed limits across the city and propose to set safer speed limits in Papanui.

On Thursday 12 September 2019, Council approved the recommendation of the Waipapa/Papanui-Innes Community Board to change the speed limit from 50 km/h to 30 km/h on Restell Street, Sisson Drive, Winston Avenue and Langdons Road from Main North Rd to Chapel Street.

The new speed limits will come into effect once the necessary signs and road markings have been installed. We expect this to be in place by the end of November 2019.


Consultation is now closed 

Consultation on the Papanui 30 km/h speed zone proposal is now closed and we received feedback from 49 individuals and organisations.

Nearly 40 submitters support some form of speed reduction, with 33 submitters supporting the proposed Papanui 30 km/h speed zone.

Eleven submitters do not support the proposed 30 km/h speed zone, and five of those 11 submitters oppose any form of speed reduction.

In response to community requests we propose to set safer speed limits around Papanui High School and the retail area to improve the safety of all road users. We plan to change the speed limit to 30 km/h on Sisson Drive, Restell Street, Winston Avenue and outside Papanui High School on Langdons Road.

Why review the speed limit

Slowing down saves lives, with a strong link between speed and safety on our roads. We want to make Christchurch roads as safe as possible, so we are reviewing speed limits across the city’s road network where there are concerns they are not safe or appropriate. Having speed limits set at the correct level for the conditions on specific roads is one of the most important ways we can help people get to where they need to go safely.

Setting speed limits

The Christchurch City Council's Traffic and Parking Bylaw 2017 allows Council to set and change speed limits on roads within Christchurch in accordance with the Speed Management guide(external link) and the Land Transport Rule: Setting of Speed Limits 2017(external link). Consultation is required as part of this process.

The decision-making process

The Waipapa/Papanui-Innes Community Board will consider all feedback and listen to those who ask to speak at the meeting. They will then make a recommendation to Council, who will decide whether to approve the changes. We will keep submitters up to date.
