July 2020 update - Project on hold.
During the consultation, Sumner Surf Life Saving Club raised concerns about how the changing facility would encourage access to a known rip area. To progress this project we need to look at ways to reduce this risk.
We will continue to monitor the use of the existing toilets over the summer period and work with the Sumner Surf Life Saving Club towards a solution. As a result, the budget for this project has been deferred until financial year 2022.

The general theme through the feedback was people liked the idea of putting a changing facility in the area, but a number of concerns were raised about the location and the design of the proposed facility.
Due to concerns about the location of the facility being near an unpatrolled section of the beach, we’ve put the project on hold while we investigate options for improving the safety of swimming in this location.
We’ll also be encouraging the Surf Schools operating in the area to provide their own changing facilities to reduce student use of the toilets to change in, and we’ll assess if this eases the pressure on them.
In mid-2021, we’ll review the situation to see if there’s still a need for additional facilities at this location.
Background
Many people use the beach for various activities, especially surfing and they often use the toilets to get changed, or in public behind their cars.

We’re proposing to install a new changing facility to give beach goers a place to change, and to ease pressure on the nearby public toilets on The Esplanade near Marriner Street.
Funding for the facility has been set aside after the community and Community Board supported this project in the Long Term Plan last year.
Changing rooms
The changing facility will be made from stainless steel and have four separate changing rooms on top of rubber matting. It’s been designed to be relocatable, so that it can be moved if required in the future.
The outside walls will feature imagery that reflects the local community. We want to know what you would like to see on these walls.

Next steps
Once consultation has closed your feedback will be included in a staff report to the Waikura/Linwood-Central-Heathcote Community Board. Following direction from the Community Board, imagery concepts for the changing facility will be developed for approval.
