These terms and conditions apply to any one-off casual booking, including lane hire, court hire, meeting room hire and birthday parties.

Please ensure you have fully read and understood the following terms and conditions. These are your responsibilities as the hirer when booking a Christchurch City Council Recreation and Sport space. 

By making your booking, you agree to adhere to these terms and conditions.

Booking

  • When arriving at the Facility, the Hirer must notify reception and pay (or authorise) all relevant fees.
  • Group bookings: upon arrival at the Facility, the group contact must confirm with the reception the numbers attending (these numbers will be used for invoicing purposes if applicable).
  • School Swimming Sports bookings: Children are requested to have their swimwear on when arriving at the pool. Groups may enter the pool 15 minutes prior to booking commencement.
  • The Hirer must only use that part of the Facility identified in the Booking.
  • The Hirer must adhere to the confirmed Hire Period. Failure to do so can incur additional charges and possible cancellations of future bookings.
  • Fees and charges are reviewed annually by the Council and may be subject to change.
  • All fees quoted at the time of making the Booking are GST-inclusive.
  • Hirers must be aged 16 years or older.

Conditions of hire

  • The Hirer must adhere to the conditions of entry to the Facility(external link), which are available on the Council's website.
  • At the end of the Hire Period, the hirer must leave the Facility in a clean and tidy state.
  • Adequate supervision(external link) should be provided across all areas, and the following pool supervision requirements apply to those under the age of 16 years:
    • Children under the age of 5 must be within arm’s reach of a responsible caregiver aged 16 years or older. There must be no more than 2 children under the age of 5 years in the care of each/any single adult or caregiver that is over 16 years.
    • Children aged 5-7 years must be actively supervised by a responsible caregiver aged 16 years or over. Active supervision means watching your child at all times and being able to provide immediate assistance.
    • Children under 12 must be accompanied by a caregiver 16 years or older when using our Recreation and Sports Centres.
  •  Children and their caregivers are provided wristbands when visiting Christchurch City Council pools to help lifeguards identify young children and work with their caregivers to ensure they are being appropriately supervised(external link). Using our wristbands:
    • Parents or caregivers who are supervising children under the age of five will be given orange coloured wristbands.
    • Children aged five to seven years old will be given purple coloured wristbands.
  • Children must be actively supervised(external link) with the following supervision ratios in our pools:
    • One adult to two children under 5 years old (adult must be in the water).
    • One adult to one child under 5 and two 5-7 year olds (adult must be in the water).
    • One adult to four children 5-7 years old (adult must be actively watching).

Additional charges

  • Council reserves the right to invoice the Hirer for any additional charges resulting from the Hirer's use of the Facility. In addition to the Hire Fee and any additional services, the Hirer may also be charged for:
    • Any damage or loss to the Facility during the Hire Period caused by the Hirer or their invitees.
    • Any theft of Council's property from the Facility during the Hire period by the Hirer or their invitees.
    • Failure to vacate the Facility on expiry of the Hire Period.
    • Any cleaning costs incurred by the Council due to theHirer's failure to leave the Facility in a clean and tidy state.
    • Any costs associated with fire alarm activation where the user is found to be acting in a negligent manner.

Changes to booking

  • If the Hirer wishes to change any part of the Booking, this must be done in writing to rsebookings@ccc.govt.nz or by phoning Council on 03 941 6446.
  • The Council will not be obliged to agree to any requested change to the Booking but may choose to do so in its sole discretion.
  • Any additional fees as a result of a change to the Booking will be payable by the Hirer.

Use and care of the facility

  • During the Hire Period, the Hirer shall conduct and manage its use of the Facility in an orderly and lawful manner and shall ensure that none of its invitees behave in any riotous, offensive or disorderly manner or in such a manner that is likely to cause danger or annoyance to members of the public or Council or damage the reputation of the Facility or Council.
  • During the Hire Period, the Hirer shall ensure that its invitees comply with all applicable permits, consents, statutes, orders, regulations, bylaws and rules of conduct(external link) for the Facility.
  • During the Hire Period, the Hirer shall ensure that all reasonable care is taken in the use and occupation of the Facility so that, with the exception of fair wear and tear, the facility will be left in the same condition upon completion of the Hire Period, as it was at the commencement of the Hire Period.
  • The Hirer must immediately notify Council of any damage to the Facility or to the Council's furniture or fittings during the Hire Period.

Health and safety

  • The Hirer will comply at all times with Council's health and safety policies and procedures for the Facility as advised to the Hirer from time to time and the requirements of the Health and Safety at Work Act 2015 (and any subsequent amendments).
  • The Hirer will be responsible for their own sun safety which could include: bringing and using personal sun shades, rash vests, sun hats and sunscreen; limiting time in the outdoor pool area and utilising the neighbouring park for lunch breaks under trees; etc.
  • Total occupancy of the Jellie Park Pool Halls are 200 (Recreation Pool) and 240 (Sport Pool). Please ensure your total number of swimmers, officials and spectators do not exceed these numbers.

Cancellation of booking by hirer

  • If the Hirer cancels the Booking, the following cancellation provisions will apply. The full Hire Fee will be payable to Council where cancellation occurs within:
  • 24 hours of the commencement of the Hire Period, in respect of ½ court bookings.
  • Seven days of the commencement of the Hire Period, in respect of single court hire.
  • Two weeks of the commencement of the Hire Period, in respect of all other bookings.

Closure of facility/Cancellation of booking by Council

  • From time to time, Council may have to close (unplanned closure) or choose to close (planned closure) the whole or part(s) of the Facility for repairs, general maintenance and refurbishment, civil defence or health and safety emergencies. Emergency management situations (where the Facility is required for response or recovery purposes), and maintenance requirements will take precedence over all other activity, including the Booking, in accordance with Council's venue hire booking policy.
  • From time to time preferential bookings (those of regional, national or international significance) may result in the Hirer's Booking being moved or cancelled by Council in accordance with Council's venue hire booking policy.
  • If the Booking is cancelled by Council due to an unplanned closure, planned closure or preferential booking, Council will give the Hirer a full refund for any fees the Hirer may have paid in relation to the Booking.

Definitions

  • In these Terms and Conditions, unless the context otherwise requires:
    • Booking means the hirer's booking for use of the specified recreation and sport facility owned and operated by Council.
    • Council means the Christchurch City Council, being the legal owner and operator of the facility.
    • All other capitalised terms have the meaning given to them in the details of the Booking which are to be read in conjunction with these terms and conditions.
