CTOC (Christchurch Transport Operations Centre) is a joint venture between the Council, NZTA (New Zealand Transport Agency) and ECan (Environment Canterbury). CTOC operate and manage relevant traffic signals and other technology on the Christchurch road network. CTOC has a working relationship with other partners which enable it to provide consistency of operation and design of on-road technology across the wider Canterbury region which is nationally consistent with other TOCs.

The purpose of the CTOC Regional Special Conditions [PDF, 4.1 MB] is to supplement the current P43 Specification for Traffic Signals 2018(external link). It defines the regional special requirements as required by the Christchurch Transport Operations Centre (CTOC). These special conditions apply for any traffic management infrastructure and any signals work being done at any intersection where the intention is to connect that intersection to the SCATS system as operated by CTOC.
