Dog Control Policy

The purpose of this policy is to outline how the Christchurch City Council will address the requirements set out in the Dog Control Act 1996.

Since 2006 there have been significant additions and changes to the areas of land under Council control, including parks and reserves and foreshore areas. There has also been an increase in knowledge and awareness of the significant values of some areas, e.g. mudflats, where no dog controls are currently in place. These areas all have specific amenity, recreation and wildlife values which need to be supported and/or protected.

The objectives of this policy are to:

  1. Set the framework for dog registration fees and classification of owners;
  2. Identify mechanisms for promoting responsible dog ownership and interaction with dogs;
  3. Set the framework for Issuing of Infringement notices and Impounding of Dogs;
  4. Specify the requirement for neutering of dogs classified as menacing or dangerous; (sections 10(3)(ea) and (eb))
  5. Provide adequate opportunities to fulfill the exercise and recreational needs of dogs and their owners;
  6. Set the framework for Categories of Dog Control;
  7. Notify areas where specific dog control status has been designated for reasons such as public health, safety and hygiene and protection of wildlife, animals and stock:
  8. Identify the matters to be covered by bylaws (section 10(3)(a)).

In order to achieve the objectives stated above the Christchurch City Council adopted the Dog Control Policy, in accordance with section 10 of the Dog Control Act 1996.

In addition to the policy clauses covered by the Dog Control Act 1996 and in accordance with section 20 of the Dog Control Act 1996, the Christchurch City Council has introduced a Dog Control Bylaw which will provide for the control of certain matters. These matters are outlined under clause 9 'Enforcement of Dog Control', of this policy and are considered integral to achieving a consolidated approach to dog control, ensuring health and safety of citizens and dogs and maintaining hygienic and healthy practices in public and other places.
