Summary
The Christchurch City Council unanimously adopted its Long Term Council Community Plan (LTCCP) 2009-19 on 30 June 2009, setting out a 10-year budget that includes the building and renewing of key infrastructure at the same time as keeping rates increases at affordable levels.
The average rates increase for the coming year will be 3.9 percent.
The Council received more than 1300 public submissions to the draft LTCCP 2009-19, released for public consultation in March. Public hearings were held in May and as a result of submissions and other developments over the past four months, a number of changes were proposed to the draft plan.
Major features
Changes to the draft plan adopted on 30 June 2009, which are now included in the final LTCCP 2009-19, include:
Intersection projects – as a result of funding freed-up because of the Government’s AMI Stadium funding decision, the Council has been able to allocate funding for work on eight intersections around the city to improve road safety. They are: Greers/Northcote/Sawyers Arms Road, Belfast/Marshland Road, Gardiners Road/Sawyers Arms Road, Glandovey Road/Idris Road, GlandoveyRoad/Heaton Street/Rossall Street/Strowan, Bishopdale/Harewood Road, Deans Avenue/Riccarton Road, Centaurus Road/Colombo Street, and Avondale Road/Bassett Street.
- Funding of $25.5 million for a new aquatic facility in the city, with investigations in 2011 to inform the next LTCCP round three years from now.
- Funding for water and wastewater projects in Charteris Bay and Little River will be brought forward.
- Funding for a new indoor multi sports stadium, with investigations to start in 2010/11.
- Funding for artificial hockey turfs, including $250,000 for a facility at St Bedes College, subject to satisfaction around community usage, in addition to funding for two other artificial turfs in the city.
- $143,000 for the Belfast Pool upgrade.
- The Council will provide two grants of $50,000 each toward the consent costs of developing the new City Mission buildings and consent costs for the establishment of a new National Railway Museum.
- The Council will provide funding of $10,000 to assist volunteers in the maintenance and creation of mountain bike tracks on the Port Hills.
- The Council increased the Strategic Land Purchases budget in 2009/10 by $3 million and in 2010/11 by $3.11 million to allow for purchases relating to the northern arterial roading project.
- Funding was included for Rapaki fire flow water upgrade of $733,000 over two years from 2009/10.
- The provision of $20,000 was made for walkway signage.
- Funding of $1.16 million over two years was included for the University Crossings project to improve pedestrian crossing facilities for Ilam and Waimairi Roads in the vicinity of the university.
- The provision of a synthetic pitch at English Park will be brought forward to year one, subject to an appropriate financial contribution from Mainland Football as indicated in submissions.
- Up to $55,000 will be made available to provide a footpath on one side of northern Cranford Street in 2009/10.
- The Rail Trail project to link the Christchurch to Little River route to the new Southern Motorway will be brought forward so work on both projects are carried out at the same time.
- A report on the possible four-laning of Memorial Avenue will be prepared for the Council to consider.
- The sealing of Chorlton Road on Banks Peninsula will be completed at 1km a year for the next three years.
