Cleanfill Licensing Bylaw 2008

The Cleanfill Licensing Bylaw applies to cleanfill being disposed of in cleanfill sites, and contains related licensing conditions and requirements.

The Cleanfill Licensing Bylaw:

  • Prevents anyone from disposing of anything at a cleanfill site without an appropriate licence
  • Contains a provision for a licence application fee for new licences
  • Contains some conditions the Council will consider in relation to licence applications
  • Contains standard terms and conditions for such licences
  • Contains a provision for an annual licence monitoring fee to be paid by licence holders.

It also contains a list of materials that can be disposed of at cleanfill sites and associated record keeping requirements for licence holders.

The bylaw was adopted by Council on 25 September 2008 and came into force on 1 November 2008. Submissions were open initially from 17 October–21 November 2007, but were then re-opened from 14 May–18 June 2008 (reasons for this are contained within the Hearings Panel Report). Public Hearings were held on 30 July 2008.

On 27 November 2008 some minor corrections were made to the bylaw, together with some delegations relating to the bylaw. The changes made to the bylaw on 27 November have been incorporated into the bylaw listed on the bylaw register.

The bylaw revoked and replaced the Christchurch City Cleanfill Licensing Bylaw 2003.
