Background
The Upper Styx/Harewood Area Plan was commenced in 2004 and initial scoping documents were prepared. The project was deferred in 2005 while the Greater Christchurch Urban Development Strategy (UDS) was progressed and until Proposed Change 1 (PC 1) to the Regional Policy Statement becomes operative. Part of the area is now acknowledged in PC 1 as a greenfield growth area, with the portion under the airport noise contour being further assessed via the North-West Area Review. This review is currently being undertaken by the Council.
The study site is generally bounded to the north and west by the Styx River. The eastern edge is defined by Cavendish Road and the boundaries to the south and south-west are defined by Grampian Street, Claridges Road, Tulett Park and Sawyers Arms Road. The site lies in the Upper Styx/Purakaunui River catchment and is an area of high groundwater and generally poorly drained soils. At present the area is zoned Rural 3 and principal land uses are agriculture, horticulture and lifestyle blocks.
