The draft Linwood Village Master Plan sets out a direction and actions for Linwood Village’s centre to be rebuilt it as a lively, colourful, diverse and eclectic urban village – the heart of the community. The draft Master Plan is now available for community consideration and comment. Please note: the consultation has now finished.

Draft Linwood Village Master Plan drop-in sessions

The Council is holding drop-in sessions where you can view the draft Linwood Village Master Plan, discuss its contents with Council staff and make your submission.

Come along anytime to one of the drop-in sessions and have your say:

  • Saturday, 28 January 2012, 12.30pm to 4.30pm
  • Thursday, 9 February 2012, 2pm to 6pm

To be held at the Aspire Canterbury Centre, (314 Worcester Street).

All submissions must be received by 5pm on Friday, 17 February 2012. 

In your submission, please indicate if you’d like to appear before a Council hearings panel in support of your submission if there is an opportunity to do so.

Once submissions have closed those received will be analysed by Council staff and a consultation report will be prepared. In conjunction with the Community Board, Council will consider whether to conduct hearings prior to approving the final version.

If hearings are to be held, the hearings panel will make recommendations to the Council as to how the draft Linwood Village Master Plan should be amended, otherwise Council staff will make recommendations on any necessary amendments. Following these amendments the Linwood Village Master Plan will go back to the Hagley/Ferrymead Community Board and then on to the Council for adoption.

Public consultation on 'Linwood Village' draft Master Plan

The Council on 24 November 2011 approved the draft Master Plan to be sent out for public consultation. Click here to see the Report to Council on the consultation for the draft Master Plan.

‘Linwood Village’ timescale

Detailed planning work to begin a process of community involvement has also commenced for ‘Linwood Village’ (the commercial area centred on Stanmore Road/Worcester Street area).

The master plan process for Linwood Village will run to the following proposed timescale:

Community Workshop

The Council’s aim is to work closely with the local community, business and property owners and other key stakeholders to develop their issues, ideas and aspirations into a master plan.
The public consultation/workshops and focus group session for ‘Linwood Village’ was held at the end of August:

More than 140 people have taken part in Council-led Suburban Centres Programme workshops on the recovery of the commercial areas centred around Linwood Village (Stanmore Road/Worcester Street area) and Selwyn Street shopping area. The community workshops provided a platform for people to identify and share issues and aspirations for their centre.

The Council-led ‘design element’ of the master plan process has been completed. This process provided an opportunity to discuss and test the communities’ ideas for rebuilding and recovery of these centres.

 This workshop will contribute toward the preparation of Linwood Village's draft Master Plan for the rebuild of this area.

 

FAQs

Q. Why was this area selected as needing a master plan?

A. Following the February 2011 earthquake a number of suburban commercial centres across the city suffered varying degrees of damage and disruption. Some of these centres require coordinated regeneration planning and support so that the centres are restored as focal points for local communities.

The Council has initiated a suburban regeneration project to support these areas, and create investor and community confidence in the affected suburban centres.

Community boards met in May to discuss which centres would be suitable for a master plan and which would benefit for a case management approach, with the vast majority of centres in the case management workstream.

The commercial areas centred around the shopping centre on the corner of Stanmore Road and Worcester street (‘Linwood Village’) was identified as requiring a master plan approach.

Q. How can residents be involved in the programme?

A. The Council wants the community, business sector and residents to be part of the process and have their say.

A timeline around these projects, including community briefings/stakeholder workshops and implementation has been developed.
