Consultation on the draft Master Plans for Lyttelton and Sydenham

Consultations on the Draft Lyttelton Master Plan and the Draft Sydenham Master Plan have now closed.

Submissions
Draft Lyttelton Master Plan - A summary of all 197 submissions received on the Draft Lyttelton Master Plan is now available:

The summary of submissions is just that - a summary of the public's response to the Draft Lyttelton Master Plan. It does not include what Council staff think should be done in respect to that response.

Lyttelton Draft summary

The Draft Lyttelton Master Plan (dated November 2011) sets out a direction for the Lyttelton township and the critical actions to achieve this, for community consideration and submissions.

Sydenham Draft summary

Taking care to plan Sydenham’s post-earthquake rebuild is critical to ensure the centre will be the best it can be. The draft Sydenham Master Plan sets out a direction for Sydenham’s commercial centre and the actions which are required to achieve this for community consideration and comment.

FAQs

Q. What happens now that the submissions have closed?

A. Submissions received are being analysed by Council staff and a consultation report will be prepared. In conjunction with the Community Board, Council will consider whether to conduct hearings prior to approving the final version. If hearings are to be held, the hearings panel will make recommendations to the Council as to how the Draft Master Plans should be amended, otherwise Council staff will make recommendations on any necessary amendments. Following these amendments the Master Plan will go back to the Community Board and then on to the Council for adoption.

Q. What happens if hearings are held

A. If hearings are to be held, the hearings panel will hear the submitters and will make recommendations to the Council as to how the Draft Master Plans should be amended.  Following these amendments, the Master Plans will go back to the appropriate Community Board and then to the Council for adoption.

Q. What will happen once a Master Plan is adopted?

A. Work will begin on implementing the Master Plan actions necessary to achieve the Master Plans’ vision. For all Master Plan actions the Council has identified: a likely start date and implementation period; the proposed lead Council unit, agency, or organisation responsible for its delivery; likely partners to be involved; an overall scale; and a broad cost estimate.

There is no binding commitment on the Christchurch City Council to proceed with any prospective project detailed in the Master Plans. Council spending priorities are reviewed frequently, including through the Council's Long Term Plan (LTP) process.  All decisions as to whether or not a Council-funded project will commence remain with the Council.
