The Facilities Rebuild Plan

Following the September, February and June earthquakes, Christchurch City Council is embarking on a programme to look at the future of the 1600 buildings it owns. This includes commercial buildings and the Council’s community housing facilities.

Update on the Facilities Rebuild Plan

The first repairs to begin under the Council's Facilities Rebuild project are underway. Approval has been given for repair work to start on a total of 46 Council-owned facilities across Christchurch, including toilet blocks and other buildings on a number of parks and reserves. The facilities that are undergoing repairs all have minor cosmetic damage up to the value of $5000.

Facilities Rebuild Programme

The programme ranges from high-profile buildings such as Christchurch Town Hall, the Convention Centre and AMI Stadium to smaller community facilities such as toilet blocks on local parks.

The facilities include:

  • Sport and recreation facilities
  • Libraries
  • Community housing facilities
  • Offices for Council staff and other development property holdings in the Central City
  • Facilities on sports grounds
  • Facilities on neighbourhood/ regional parks
  • Parking buildings and other transport facilities
  • Community centres
  • Community halls
  • Early Childcare Learning Centres
  • Heritage facilities
  • Major event facilities (Christchurch Town Hall, AMI, Convention Centre, CBS Arena)

The Facilities Rebuild Plan is an opportunity for the Council to evaluate the future of all the buildings it owns and to think about what will best meet the needs of our community long term. At the heart of the programme is the Council’s desire to provide safe buildings for its staff to work in and the public to visit.

The Council’s commercial buildings are currently undergoing Detailed Engineering Evaluation (DEE) assessments following the recent earthquakes. The Facilities Rebuild Plan provides a framework for future decision making about the work that will be carried out on these facilities.

The Council will consider a number of other factors before a decision is made about each building including:

  • the level of damage
  • the level of insurance cover
  • the building’s heritage value
  • how often it is used
  • its long term benefits for the community.

There are already a number of existing strategies in place that have been developed after public consultation and that are informing this process. Council staff are now reviewing these following the recent earthquakes.

The strategies include:

  • Libraries 2025 Facilities Plan
  • Aquatic Facilities Plan
  • Metropolitan Sports Facilities Plan
  • Social Housing Strategy
  • Strengthening Communities Strategy

Other key Council strategies that are also aligned to this project include:

  • Central City Plan
  • Suburban Centres Plan
  • Long term Council Community Plan
  • Various Area Plans, for example South West Area Plan, Belfast Area Plan.
