Christchurch City Council Final Proposal for Representation Arrangements for the 2016 Local Elections

PUBLIC NOTICE

On 17 November 2015, having considered all of the submissions received on the Initial Proposal for the review of representation, the Council adopted its Final Proposal for representation arrangements for the local elections to be held on 8 October 2016.

The Final Proposal reflects the overall preference of submitters for smaller wards that better reflect communities. Submitters' wish for more councillors is modestly reflected with the addition of three wards. The Final Proposal has 54 elected members, exactly the same number as now, comprising 16 councillors from 16 wards and 37 community board members, plus the mayor. The recommended ward names are a fair response to submitters' views that names should better reflect recognised community names.

The Council's Initial Proposal was for five urban community boards and two Banks Peninsula community boards. Based on submissions, the Final Proposal includes six urban community boards and one Banks Peninsula community board.

After hearing repeatedly from submitters that Banks Peninsula communities are unique and separate from their urban neighbours, the Council agreed to retain Banks Peninsula ward as it is now, rather than merging it with urban areas as had been initially proposed. The Council agreed that the Banks Peninsula ward warrants being considered an isolated community under s19V(3) of the Local Electoral Act 2001, in order for communities of interest to have effective representation. Submissions did not identify any significant changes to alter the rationale provided by the Local Government Commission in 2005 and 2009 for the constitution of the Banks Peninsula ward as an isolated community.

Some of the submissions' alternative proposals for amendments to the Initial Proposal were rejected.  The grounds for rejection were that these submissions would not contribute to ensuring fair representation for electors and communities of interest, nor enable effective representation by elected members.

NOTE: Census area units (CAUs) have been used to create a description of area for each ward and community board (communities of interest). CAUs are aggregations of meshblocks, the areas of which are set and named by Statistics New Zealand. In some cases CAUs may appear in more than one ward, as the meshblocks that make up the CAU are distributed between multiple wards.

In accordance with section 19V(2) of the Local Electoral Act 2001 the population that each member represents is within the range of 21,341 +/- 10%, (19,209 - 23,477) with the exception of the Banks Peninsula ward.

In accordance with section 19V(2) of the Local Electoral Act 2001 the population that each member represents is within the range of  +/- 10%, of each community board's average, with the exception of the Banks Peninsula ward.

Appeals and Objections

Any person who made a submission on the Council’s Initial Proposal may lodge an appeal against the Council’s decision on the Final Proposal. An appeal must relate to the matters raised in that person's submission.

 Also, any person may choose to lodge an objection to the Council’s Final Proposal. This must identify the matters to which the objection relates.

Appeals and objections must be submitted in writing, marked 'Representation Arrangements' and sent to Christchurch City Council, PO Box 73017, Christchurch 8146 or emailed to repreview@ccc.govt.nz to be received by 4.00pm on Monday 21 December 2015. Each submission must include the submitter's full name, email or postal address and contact phone number(s).
