Representation review

On Thursday 13 August 2015 the Christchurch City Council reviewed its representation arrangements and resolved that the following proposal apply for the Council and its community boards for the elections to be held on 8 October 2016.

In adherence to Section 19K of the Local Electoral Act 2001, the Council notes that the reasons for the proposed changes are as follows.

  1. Substantial change has occurred in Christchurch since the 2010/11 earthquakes. Population movements and relocation of facilities, retail areas and schools have all affected the connection that residents feel with their communities. There has been a significant movement of population from the east towards the west part of the city, meaning a number of current wards no longer meet the requirements of ‘fair representation’ under the Local Electoral Act.
  2. In addition, at present the Banks Peninsula Ward does not comply with the fair representation requirement (+/- 10 per cent rule) set out in section 19V(2) of the Local Electoral Act.
  3. The Council believes that this model better reflects the community feedback on communities of interest and effective representation.

Council representation

It is proposed that the Council comprise 16 members elected from 16 wards, and a mayor elected at large. The wards reflect the following identified communities of interest. Those communities of interest that occur in more than one ward are marked in bold.

The population that each member represents must be within the range of 21,343 +/- 10% (19,209 – 23,477). This ‘10%’ rule is in line with section 19V(2) of the Local Electoral Act 2001. All elected members in this Proposal follow this rule.

They will also have three councillors as appointed members, one from each subdivision, making a total of nine members for each community board. The Akaroa-Wairewa and the Lyttelton-Sumner community boards shown in the table below, each elect four members. The councillor for the Banks Peninsula-Sumner ward will be appointed to both boards, bringing total membership to five for each community board. The population that each member represents falls within the range of +/- 10% of 10,921 (9829-12,013) except for Akaroa-Wairewa and Lyttelton-Sumner community boards. The Council considers that the Akaroa-Wairewa Community Board represents an isolated community that does not share a sufficiently strong community of interest with the rest of the Banks Peninsula-Sumner ward. The Council considers that the Lyttelton-Sumner Community Board represents the residents of those areas within the Banks Peninsula-Sumner ward that share communities of interest but are not as rurally isolated as the Akaroa-Wairewa subdivision.
