Update: 20 June 2019: 

A budget that focuses on delivering core services while keeping rate rises to lower than signalled in the Long Term Plan will be considered by Christchurch City Council next week. The Council met on Tuesday 25 June to finalise its 2019/20 Annual Plan, which sets out the organisation’s work programme for the next 12 months and how it plans to finance it.

This draft Annual Plan covers financial year two of the Long Term Plan, from 1 July 2019 to 30 June 2020. It contains some changes from the information contained in the Long Term Plan for the 2019/20 year. 

You can find more information about the changes in Consultation Document [PDF, 789 KB], but here is a summary of our main proposals:

  • An overall average rates increase of 4.96 per cent. We expect future rate increases to be in line with the LTP.
  • Operational expenditure of $598.9 million – an increase of $8.3 million over the amount in the LTP.
  • Capital expenditure of $538.1 million invested into the city – an increase of $82.9 million over the amount in the LTP.
  • Borrowing is $77.3 million less than planned.
  • A balanced budget in the 2019/20 year.
