Can I take my dog into a Council park?

Yes, although there are exceptions which are listed on the 'Dog Exercise Areas' and 'Prohibited and Restrained Dog Areas' links below. There are also exercise areas specifically set up by the Council for the exercise of dogs. These are listed under the 'Special Dog Exercise Parks' link. The following conditions apply:
You must "use or carry" a leash at all times when with your dog in a public area. This means even when you are not required to have your dog on a leash, you must carry a leash that may be used if it should prove necessary to restrain the dog.
Subject to the requirements in some places to have your dog leashed at all times, dogs must always be under control in public places, either on a leash or by verbal commands.
Dogs in Council owned reserves are prohibited from the area on/under and within one metre of playground equipment including paddling pools.
Dogs are prohibited from the more populated areas of most beaches around Christchurch (special requirements for Sumner) between the hours of 8am and 8pm during the months of daylight saving, unless they are on a short leash and passing through the area. At Sumner beach, dogs are prohibited at all times during the months of daylight saving. Dogs must be kept on the leash in cemeteries.
If a dog defecates anywhere other than on the owner's land the faeces must be removed immediately and placed in an appropriate refuse container.
Dogs may be exercised off the leash in most public parks as long as the dog is still under the owner's verbal control and commands. The key point is the dog must be at all times under control.
Most signs in parks carry the symbol of a person with a dog on a leash, but this still allows the dog to be exercised freely off the lead as long as it is under the owner's effective control (and assuming it is not a designated "Restrained Dog Area") eg: in Hagley Park.
