Building Warrant of Fitness (BWOF) and Compliance Schedules - Do I need one, what are they and what is the cost?
A Compliance Schedule is a document that is prepared by the Council, which details the inspection maintenance and reporting of specified system such as sprinkler systems and fire alarms. (See the full list below)
A Building Warrant of Fitness (BWOF) is the document that is prepared by the Council and is a declaration by the building owner stating that the specified systems have been maintained in accordance with the Compliance Schedule.
Two copies of the Building Warrant of Fitness forms and the Form 12a are sent to the owner by the Council prior to the expiry date and on being satisfied that all the specified systems have been maintained, both copies are signed (by the building owner or agent), one copy is sent to the Council and the other displayed in the building. The Form 12a is to be signed by the Independent Qualified Person and attached to the Building Warrant of Fitness form and returned to the Council.
For new buildings/cable cars, the Compliance Schedule process is automatically initiated and a Code Compliance Certificate will be issued together along with a compliance schedule statement. (The compliance schedule statement is valid for one year). You are required to have a Building Warrant of Fitness if your building contains any of the following specified systems:
Automatic systems for fire suppression (for example sprinkler system) Cable Car Automatic or manual emergency warning systems for fire or other dangers (other than a warning system for fire that is entirely within a household unit and serves only that unit) Electromagnetic or automatic doors or windows (for example ones that close on fire alarm activation) Emergency lighting systems Escape routes pressurisation systems Riser main for fire service use Any automatic back flow preventers connected to a potable water supply Lifts, escalators, travelators or other systems for moving people or goods within buildings Mechanical ventilation or air conditioning systems Building maintenance units providing access to exterior and interior walls of buildings Laboratory fume cupboards Audio loops or other assistive listening systems. Smoke control systems Means of escape from fire Emergency power systems for, or signs relating to, a system or feature specified in any of clauses above.
What is the cost of a Building Warrant of Fitness (BWOF) and how is this cost calculated? The Christchurch City Council charges a flat rate on the building consent fee if the consent generates a new ‘Compliance Schedule’ or amends an existing building consent. On the ‘Building Warrant of Fitness’ being received by the Christchurch City Council an annual charge is payable. Other associated costs would relate to the ‘Independently Qualified Persons’(IQP) and the fee for their service.
The fee for a new compliance schedule is $80 and the annual on going administration fee is $99 which is payable annually when the BWOF is submitted to the Council.

What role does an Independent Qualified Person (IQP) perform in relation to a Building Warrant of Fitness (BWOF) The role of the Independent Qualified Person (I.Q.P) is to inspect, report and maintain the Specified Systems as detailed on the Compliance Schedule.

Certificate of compliance (Form 12A)IQPs or LBPs can provide building owners with a certificate verifying the inspection, maintenance and reporting procedures for each specified system have been fully complied with. IQPs/LBPs will issue the certificates on Form 12A of the Building (Forms) Amendment Regulations 2005 (certificate of compliance with inspection, maintenance and reporting procedures).
