How long before my Building Consent, Resource Consent or Project Information Memorandum (PIM) expires?

Building Consents: Under the New Zealand Building Act 2004, building consents now have a limited life of 2 years (24 months). Building work must commence within 12 months, and be completed within 2 years of the building consent being granted.


If you will not be starting or completing the work within the required time, you will need to request an extension of time from the council.

Project Information Memoranda: These are granted before a Building Consent and before any building work has begun. They may be applied for separately or combined with a building consent.

Like a building consent only the property owner or the owner’s agent may apply for a Project Information Memorandum (PIM)

Although the PIM has no limit on its life, it is information only, specific to that property and the proposed project, and therefore information contained therein may have limited life.

A PIM remains on the property file, but since information can become invalid, outdated or simply irrelevant it should always be regarded as a "snapshot" at the time of its creation.

Resource Consents: Once granted, a resource consent must be given effect to within 5 years. Once a consent is given effect to, a consent remains valid indefinitely unless otherwise specified in the consent, or the situation changes.

Other Information

Section 52, Building Act 2004, states that a Building Consent will lapse if no work has taken place within one year from the date consent was granted.
