Road safety

Road safety is a community issue. The Christchurch City Council's Road Safety Strategy encourages practical community solutions and the development of a road safety culture where the community recognises the social and economic cost of road crashes.

The Christchurch Road Strategy provides direction for local action aligned with the wider National Road Safety Plan initiatives.

The road safety target for Christchurch City is to have an annual reduction in the level of road crash injury over the next five years so that in 2009 we:

  • Reduce deaths from road crashes to fewer than four per cent per 100,000 population. 
  • Reduce serious injury casualties to fewer than 33 per 100,000 population.
  • Reduce total injury casualties to fewer than 165 per 100,000 population.

The Council aims to align these target areas with the New Zealand Transport Agency reports and data to allow for the corroboration and direct monitoring of derived 'issues-based' areas of focus for road safety. The road safety issues are:

  • speed
  • alcohol and drugs
  • intersections
  • safety belts and child seats
  • fatique and distractions
  • specific risks for cycling, walking and motorcycling
  • specific road user groups
  • physical environment.

Each issue contains elements known as the 'four E's' of education, enforcement, engineering and encouragement. The 'four E's' enable the Council to work collaboratively with stakeholders using a holistic and coordinated approach to implement educational and promotional road safety initatives that share knowledge about road safety issues with the wider community. The expected outcomes are to encourage the development of a culture of responsibility and shared beliefs in safer road behaviour.
