Christchurch City Council maintains the water supply infrastructure of Christchurch (except pipes on private property) and also manages the application and approval of any new residential or commercial water connection.
Once a water connection has been installed, the Council owns and accepts responsibility for the maintenance of the water meter and isolating valve, and is responsible for the infrastructure up to the property boundary.
It is the responsibility of the property owner or developer to make sure services are provided from the property boundary to the new or redeveloped building or amenity. Not every water connection goes to a building, variances include irrigation systems, golf courses or rural supplies to stock watering systems.
