The Council offers a rubbish bag and a recycling bag collection service for residents and businesses in the inner city. The inner city is a specific area within the four avenues, as highlighted in the inner city map [PDF 1.13MB].
Properties in the inner city do not pay a Waste Minimisation Charge on their rates and must purchase Council rubbish and recycling bags if they wish to use the Council's inner city bag collection service. Council rubbish and recycling bags will only be collected in the inner city area.
No separate organics collection is provided by the Council in the inner city.

Council bags can be purchased from Civic Offices, 53 Hereford Street and some supermarkets and convenience stores in the inner city.
To ensure your bags are collected:
- Put your bags on the kerbside between 5 pm and 5.30 pm on your collection day.
- Only use the bags in the inner city [PDF 1.13MB] area.
- Don’t overfill your bags:
- recycling bags weighing more than 10kgs will not be collected.
- rubbish bags weighing more than 15kgs will not be collected.
- Tie the handles and flaps on the bags.

Collection days
Rubbish - Every evening (Monday to Sunday). Bags must be out by 5.30 pm to ensure collection.
Recycling - Weekly on a Wednesday evening. Bags must be out by 5.30 pm to ensure collection.
Public holidays
Kerbside collections continue as normal on all public holidays except the following:
- Christmas Day
- New Year’s Day
- Easter Good Friday
- Anzac Day.
Recycling - If these public holidays fall on a Wednesday, place bags out for collection by 5.30 pm on the following Saturday.
Rubbish - Place bags out for collection by 5.30 pm on the following day.
