Removing graffiti/tagging

What should I do if I see graffiti/tagging?

Phone the Council Action line on (03) 941 8666 , 0800 VANDAL or 0800 800 169 for Banks Peninsula residents.

Transpacific Industrial Solutions now operates the graffiti removal contract for the Council. Anyone can report graffiti that needs to be removed; it doesn't have to be the property owner.

Please have as much of the following information as possible.

  • The address of the graffiti, and if a park, the name of the park and the exact site of the graffiti.
  • What is the graffiti on? e.g. fence, wall or footpath. What is it made of i.e. wood, metal, concrete?
  • What is the original colour of the area painted?
  • What is the colour of the graffiti?
  • Is the graffiti marker pen or paint?
  • Is the graffiti racist, rude or offensive?
  • Timeframes for the removal of graffiti.

Graffiti/tagging can be removed from:

  • ground floor level of residential and small business properties directly bordering Council property (including roads, footpaths and parks)
  • park boundary fences, front boundary fences, footpaths or walkway fences
  • footpaths
  • lamp posts
  • school fences (outside school property)
  • small business property-fronting roads
  • street boundaries for all businesses (offensive graffiti)
  • all Council-owned public toilets.

Treatment options for graffiti vandalism removal include:

  • water blasting
  • chemical treatments
  • sand blasting
  • painting over.

Transpacific has a limited range of paint colours and will endeavour to match as close as possible within the range. If you require the area painted to match the existing colour and it cannot be matched, you may choose to paint the area yourself or provide the paint to Transpacific.

We aim to remove graffiti within the following timeframes (timeframes may vary according to workloads):

  • offensive graffiti removed within four hours of notification to Council
  • graffiti on main carriageways, landmarks, tourist sites and high profile sites removed within priority 2 parameters
  • graffiti on any other property within the scope of the agreement inspected and removed within priority 3 parameters.

Property owners/managers are responsible for removing the graffiti on large commercial buildings (unless the graffiti is really offensive).

The Council does not enter private land (including schools) to remove graffiti. This includes land and property owned by Railways (including railway corridors), Orion and Telecom land.
