Collision Reporting Cards
The Cycle Hazard Incident Report (CHIRP) card is intended to be a simple method of capturing cycle collision and hazards to cycling information, that would normally go unreported.
Normally, all collisions on our roads should be reported to the Police. They typically complete a collision report and submit it to the Land Transport Safety Authority (LTSA). However, it is estimated that only 10% of cycle collisions get reported.
Because of such a low reporting rate, it is often difficult to determine:
- if there are places where cyclists frequently have collisions with vehicles; or
- if there are particular actions from cyclists or drivers that cause collisions; or
- if there are problems with road design or conditions that cause cycle collisions.
The more of this information that is available, the better the safety information, education and road design programmes can be. Christchurch City Council has developed a Cycle Hazard Incident Report card. This card captures some basic information about collisions, hazards or problems that cyclists may have on the roads or pathways. The information from the cards is recorded and added to the information from the LTSA collision recording system. The result is a much more comprehensive incident reporting system.
