How is the Council proposing to collect and treat Charteris Bay waste water?
The new system will be connected to the existing treatment and disposal system at Diamond Harbour. This system is being reviewed for future options to take the discharge out of the harbour.
Am I eligible to join the water and waste water schemes
All areas zoned Residential and Small Settlement within the physical boundaries of the schemes are generally eligible for a wastewater connection and an on-demand (unrestricted) metered water connection. Rural zoned properties within the physical boundaries of the schemes are generally eligible for a wastewater connection and a restricted water connection.
Will there be any offensive odour and/or excessive noise from the pumping stations?
Odour and noise are restricted to prescribed levels by the District Plan. If needed, methods exist to achieve compliance, such as odour scrubbing and sound proofing. The reduction of odour will be a priority in the design.
Who is paying for the schemes?
Wastewater
With the wastewater system the Council will meet costs to install the system. Property owners would pay normal rates for the wastewater collection even if they are not connected to it initially.
All property owners would be expected to make a connection to the system during its construction. The exception to this is property owners who have recently consented and installed modern systems such as 'Oasis' systems. These property owners would have up to 10 years to connect to the new Council system, provided that no problems arise with the property owner’s existing system that cause issues with neighbours, or breach consent conditions or until a Council engineer decides it is no longer efficient .
If a conventional gravity system is selected, property owners will pay for any work required on their properties to connect to the new Council system at the property boundary and for the decommissioning/removal of the existing septic tank.
If an alternative option is selected, the Council will install and maintain all new equipment, up to and including the new septic tank or grinder pump station. Property owners will pay for the connection from the house to the grinder pump or new septic tank and for decommissioning/removal of the existing septic tank. A building consent will be required for this work.
If the grinder pump option is selected, residents will pay for the electrical supply to the pumps and pay for the power for running the pumps.
Water
For the water system, Council will provide the on-demand (Residential and Small Settlement zones) or restricted (Rural zone) supply to the property boundary. The new water supply system will be installed at the same time as the wastewater system. It will be integrated with existing rainwater collection systems. Council will provide options to assist property owners to connect their own system from the property boundary to both the reticulated and existing rainwater collection systems.
Property owners will pay for connection to the Council supply at the property boundary and any modifications to their own system. Property owners in the Residential and Small Settlement zones who choose not to connect to the new on-demand Council system will pay half the normal water supply rate charged to those who do connect. Property owners in the Rural zone who choose to connect to the new restricted Council system will pay a targeted rate.

Can the Council help?
The Council will help property owners connect to the new systems by recommending names of plumbers and drainlayers and by coordinating the building consents.
Will I retain my rainwater collection system?
The Council recommends rainwater collection systems be retained for irrigation. The new system can be integrated with the current rainwater collection systems and Council will provide options to assist property owners to connect their own system to both the reticulated and existing rainwater collections systems. Property owners will pay for any modifications to their own system.
What if my septic tank is new and is operating correctly?
Property owners can continue using their recently consented and installed modern system (eg ‘Oasis' or similar) currently less than 5 years old, for up to 10 years, provided that no problems arise with the system that cause issues with neighbours, or breach consent conditions or until a Council engineer decides it is no longer efficient. Property owners will then be asked to connect to the new system.
What is the time frame for this project ?
Preliminary design and investigation into alternative wastewater disposal methods started on 1 September 2011. It is expected that this phase will be completed by the end of 2011. Detail design and tendering of the works is due to be completed so that construction will start in September 2012. Depending on the wastewater disposal method selected, construction should be completed by June 2014
