Roads of National Significance (RoNS)

The New Zealand Transport Agency (NZTA) is undertaking a programme of transport projects within Canterbury over the next ten years that form part of Central Government’s RoNS programme.

Christchurch City Council (CCC) and other major stakeholders are working as collaborative partners with NZTA on the delivery of the overall transport programme for Christchurch to ensure that the local road network and land use planning objectives are integrated with the RoNS programme of works.

CCC is also assessing the downstream local traffic impacts of the RoNS projects.

The projects are mainly focused on three corridors around Christchurch as shown in the accompanying map. Further project information relating to each corridor is summarised below.

Northern Access Corridor

NZTA is undertaking investigations for the Northern Arterial Motorway and QE II Drive four Laning project. A scoping report has been prepared and public feedback is being sought on the findings. NZTA is targeting construction of the motorway by 2016/17.

NZTA Link to Christchurch Northern Arterial 

Christchurch City Council has recently commenced investigations with regard to the local road connections from the Northern Arterial Motorway and QE II Drive. These include a Northern Arterial Extension linking from QE II drive to Cranford Street and an upgrade of Cranford Street and the investigation of a second possible link to QE II Drive. The current programme is on hold due to the February 22nd earthquake.

The possibility of these links was first identified in the Northern Roading Options Scoping Study (NROSS) which was carried out in 2001/2002. This study investigated options for meeting the roading network needs of north Christchurch for the next 25 years.

Further information on the latest investigations will be released as it becomes available.  There will also be extensive opportunities for public input and comment as the investigations progress.

Western Corridor

The first of the RoNS projects to go to construction is the Christchurch Southern Motorway (CSM) Stage 1. Christchurch City Council is a development partner with NZTA for this project. Fulton Hogan and Beca were appointed as the contractors for the design and construct contract in February 2010. Currently the three year construction programme targets completion by February 2013. NZTA is currently undertaking investigations for CSM Stage 2 and 3, as shown on the link below.

CCC is looking at other related projects to the CSM Stage 1 project as identified under the South West Area Plan. These include, but are not limited to:

• Wigram/ Magdala link bridge and downstream effects on the local network
• Carrs Rd Pedestrian Overbridge
