The Infrastructure Design Standard (IDS) applies to the creation or enhancement of infrastructural assets in Christchurch City.
Surveyors, engineers and contractors involved in the design and construction of assets created through subdivision should be familiar with this document. These standards should be read in tandem with the amendments below.
The IDS applies equally to the area formerly comprising the Banks Peninsula District.

Hard copies of the IDS are available for purchase from the Council. The latest print issue of the document is June 2010. As Council’s commitment to regular reviews compounds the difficulty of ensuring paper copies are kept current, hard copies will not be controlled documents.

The version available on this webpage will be the sole controlled version. The onus is therefore on users to be familiar with and refer to this as the latest version of the IDS.
Amendments to the IDS to Mitigate Earthquake Risk (February 2012)
The September 4, February 22 and subsequent earthquakes caused significant damage to piped infrastructure in some areas of Christchurch. The effect of the earthquakes has prompted a reassessment of the current standards for the design of piped infrastructure in liquefaction prone areas.
The proposed amendment recommends matters to consider when designing piped infrastructure in those areas likely to be affected during an earthquake.
These recommendations have been compiled with the assistance of the Natural Hazards Platform, Council staff and external personnel experienced in geotechnical and drainage engineering. Repairs of infrastructure are ongoing, research into failure mechanisms is still being undertaken and the effects to be mitigated are therefore not yet completely defined. Due to this, these recommendations are likely to be amended at a later date.
Please ensure that all design reports include a copy of the relevant sections of these amendments to allow the assessment of the design to be made against the Council Standard current at that time.
The following sections are now superseded and are only relevant if specifically referenced in the project’s design report.
Review process
The IDS will be regularly reviewed to ensure it provides the best design solution for Christchurch City Council assets. There will be two levels of review:
- The annual review will address amendments driven by changes in policy, changes in approved material specifications or revision of reference documents.
- The comprehensive review of the entire content of the IDS will be carried out at five yearly intervals.
These reviews will be carried out in accordance with the IDS Review Procedure held by the Council.
