Construction Standard Specifications

These specifications set out the Christchurch City Council technical requirements for the construction of land and asset developments undertaken both on behalf of Christchurch City Council or that are intended to be taken over or maintained by Christchurch City Council. These specifications should be read in tandem with the amendments below.

These online documents are kept up to date with amendments recorded in the CSS Amendment Register as they occur. The latest print issue of the document is 1 July 2010. These amendments have been previously issued in versions one to seven.

Amendments to the CSS to Mitigate Earthquake Risk (February 2012)

The September 4, February 22 and subsequent earthquakes caused significant damage to piped infrastructure in some areas of Christchurch. The effect of the earthquakes has prompted a reassessment of the current standards for the construction of piped infrastructure in liquefaction prone areas.

The proposed amendment recommends materials and methods of constructing piped infrastructure in those areas likely to be affected during an earthquake. A vertical line in the right hand margin identifies text changes. Standard Details that have been changed are also attached.

These recommendations have been compiled with the assistance of the Natural Hazards Platform, Council staff and external personnel experienced in geotechnical and drainage engineering. Repairs of infrastructure are ongoing, research into failure mechanisms is still being undertaken and the effects to be mitigated are therefore not yet completely defined. Due to this, these recommendations are likely to be amended at a later date.

Please ensure that all design reports include a copy of the relevant sections of these amendments to allow the assessment of the design and construction to be made against the Council Standard current at that time.

The following sections are now superseded and are only relevant if specifically referenced in the project’s design report.
