Cleanfill sites

Cleanfill sites are active or old quarry sites which use cleanfill to fill in the hollow created by excavation. Only certain categories of cleanfill are allowed to be disposed of at these sites. Cleanfill means inert materials that will not cause any adverse environmental or health effects i.e. gravels, clays, soils, concrete, bricks, asphalt, chipseal, pavers and other construction and demolition wastes.

There are currently 2 cleanfill sites, owned by 12 private companies, within the Christchurch City area. Currently, there are approximately 300,000 - 350,000 cubic metres being deposited in these sites per year.

Cleanfill sites are governed by their resource consent conditions from Environmental Canterbury and the Christchurch City Council Cleanfill Licensing Bylaw.

Cleanfill Bylaw

The Christchurch City Council Cleanfill Licensing Bylaw 2003 came into effect 1 March 2004 to encourage resource recovery by diverting materials from landfill. The Bylaw regulates the types of materials that can be disposed of into a cleanfill, promote materials recovery, reuse and recycling to help.
