The new Biannual Survey of Residents replaces the Annual Survey of Residents starting in 2007. The Biannual Survey was redesigned around the activities and services the Christchurch City Council delivers as stated in its LTCCP 2006-16 using industry standards, a consistent questioning methodology and best practice.

The survey will be conducted in March and September of each year by an independent survey organisation. It not only measures past performance, but also provides a basis for setting any new standards of service delivery.

The new survey is the result of one of the LTCCP 2006-16 decisions by the Christchurch City Council to redesign certain questions in the old Annual Council Residents Survey. This initiative was endorsed by the Office of the Auditor General in their audit of the Council's long-term plan.
