ABOUT THE STRATEGY FOR CHILDREN STUDY...

The CCC Children's Strategy was initiated by the Mayor, Vicki Buck, in February 1995.

The Christchurch City Council's Strategy for Children refers to current and future initiatives undertaken by, or in partnership with the CCC with the vision of a healthy, child friendly city. The Strategy is both a vision for the future and a plan for action embracing initiatives in the public, private and voluntary sectors. It is implemented by the CCC Children's Advocate, the Mayor, Councillors, Community Boards and Council Officers in conjunction with the wider Christchurch community. Initiatives cover health, safety & welfare; physical design and layout of the city; children's experience of education and opportunities for stimulation and recreation. The Strategy is committed to equitable access for children from all sectors of the community. It is underpinned by the assumption that decisions made today impact upon the quality of life our city offers children both now and in the future.

In July 1995, the Children's Strategy Working Party agreed to a large scale research project to provide a basis for the Strategy. The purpose of the study was to understand how children, caregivers and providers experience the city in order to assist the Council in developing long term strategic objectives regarding:

  • Children's health & safety
  • The physical design & layout of the city
  • Children's experience of education and;
  • Opportunities for stimulation and recreation

Fieldwork began in July 1995 and concluded in January 1996.

The Study included:

  • A citywide Children's Survey, involving 892 children (aged 7-13 yrs) from 29 Christchurch primary and intermediate schools.
  • A citywide Parent/Caregiver Survey, involving 94 parents
  • Interviews with representatives from 44 different provider groups (including businesses and 'not for profit' organisations)
  • Interviews with representatives from Christchurch City Council's Units, Service Centres, libraries, sports and recreation facilities.

The study is the largest consultation with children ever undertaken by a local authority in New Zealand. It was designed and implemented by an Adviser from the Leisure & Community Services Unit (LACSU).

In December 1995 the CCC appointed a 'Children's Advocate' to the Policy Directorate. The purpose of the Children's Advocate is to implement recommendations based on the findings of this Study, further develop the Strategy for Children, and facilitate the vision of a 'child friendly' city.
