Halswell Quarry Park Management Plan, 1998
Introduction
Management Plans are documents which define the Council’s management objectives and policies. They provide a framework within which all future management will be carried out and are subject to periodic review, usually every five years.
This Management Plan presents the history and the background issues for the Council-owned land between Kennedys Bush Road and Cashmere Road known as “Halswell Quarry Park”.
The Park includes the Halswell Quarry which ceased production at the end of 1990. This closure provided the opportunity to address the impact of many years of quarrying activity and to return a unique feature of the Canterbury landscape back to the people of Christchurch. The quarry closure also provided the impetus to comprehensively plan the integration of the quarry into the greater Park area.
It has been necessary to produce a new Management Plan to replace the existing Halswell Quarry Reserve Management Plan 1991 because of two major changes in direction. The first change involves the decision to retain the large area of farmland next to Kennedys Bush Road and Cashmere Road. Instead of selling off this land, as was planned, the value of including this farmland as part of the overall Park has been recognised. Secondly, proposal to create a Sister City botanical collection of plants within Halswell Quarry Park needs specific consideration and planning.
