The information on which the Council's long-term plan is based: its activities and services as well as its financial assumptions and forecasts.
What is a long-term plan?
A long-term plan is a Council's contract with its residents that describes how it intends to achieve the community's goals and the city's long-term goals with the resources available to it.
A long-term plan must cover a period of 10 consecutive financial years though it is prepared every three years. This allows the Council to take a long-term view while enabling it to adjust for constantly changing financial factors and keep its accounting and budgets up-to-date.
During the intervening years, The Council prepares a much simplified annual plan, and reports annually on how successful it was in meeting its goals.
The Local Government Act 2002 (Section 93: Long-term council community plan) requires a local authority to have a long-term council community plan (LTCCP) in effect at all times.
