Register of Delegations

Register of Delegations from Council to Standing Committees, Community Boards and staff.

 

About the Register of Delegations

This register intends to record all delegations made by the Council.

Once delegations have been made by the Council, then the person to whom the power is delegated is legally able to make a decision within that delegation as if they were the Council itself so that decisions made by committees, community boards, subcommittees and officers within this Delegations Register legally bind the full Council.

If a matter or issue does not fall within any of the delegations in this register, then a decision on that matter or issue is one for the full Council.

Delegations made by the Council to Council officers individually cannot be further subdelegated by that officer, unless the Council’s delegation expressly authorises such subdelegation.

It is the practice of the Christchurch City Council that delegations made to community boards, committees and subcommittees continue for the term of the Council in which they are made. Each new council on the commencement of its term reconsiders the delegations to be made to committees, community boards and subcommittees. Delegations made to officers continue in force until they are revoked or altered by the Council.

(Note: At its meeting on 13 December 2007, the Council resolved in respect to the Officer subcommittee listed in this register that pursuant to clause 30(a) of the seventh schedule of the Local Government Act 2002, they not be discharged upon the coming into office of the members of the Council following the triennial general election of those members in 2010.)
