City Plan Monitoring
The Christchurch City District Plan (The "City Plan") is a document prepared under the Resource Management Act 1991. Its purpose is to provide a framework for managing the effects of land use and subdivision within the City. In accordance with Section 75 of the 1991 Resource Management Act, the Council is required to monitor the effectiveness of the City Plan as a means of achieving the objectives and policies which have been set out in the Plan.
The objectives represent outcomes or “ends” that the Plan seeks to achieve and are expressed at two levels. The first level are the overall objectives for particular matters raised under Part 2 of the Act and for major elements of the City’s natural and physical resources. The second level are objectives relating to more specific outcomes that fall under the overall objective, each of which has its own set of policies and anticipated environmental results.
Monitoring of the City Plan has been undertaken by identifying selected key anticipated environmental results within each overall objective identified in Volume 2 of the City Plan (listed below) and measuring whether the outcomes have been met, through the use of key indicators.
