Central City South

The Central City South area built environment is typically low scale with minimal open space and landscaping. It is an area of comparatively low scale, with few notable buildings or open spaces, it has development opportunity to a lower scale and bulk than other areas in the central city. Change is occurring in the Central City South locality with increasing levels of residential living, mixed use retail and commercial development. This activity is exemplified by the recent development and investment underway along High and Lichfield streets, including fashion boutiques, fine dining and entertainment in Lichfield lanes – testament to the potential of the area.

The development of the Central City South area has been identified as a priority initiative in the Central City Revitalisation Strategy – Stage II. To help kick start development in this area, the Council conducted a week-long workshop run by the design firm DPZ Pacific which brought together area land owners, businesses, residents, Councillors and Council staff.

Following on from the designs and recommendations developed by DPZ Pacific during this workshop, a report was put together, detailing those actions that the Council should pursue to advance redevelopment in the Central City South area.

What Council is doing now!

  • Improve and expand a system of lanes
  • Encourage mixed-use development that contains a mix of uses and provides for a mix of housing affordability.
  • Strengthen and improve the Cathedral Square to AMI stadium connection, through High Street, CPIT the red bus site and the Roman Catholic Cathedral by 2011.

And recommended projects as short-term priorities:

  • Develop ‘Lanes Plan’ and establish two partnership agreements between the Council and private property owners to improve lanes.
  • Investigation of the one-way street network
  • Development Contributions Policy to support redevelopment in the Central City South area.
  • Review parking, examine the possibility of free parking within the four avenues during weekends
  • Review the City Plan to facilitate the creation of mixed use development and to support the creation of lanes in the Central City South area.
  • Investigate on the stormwater management needs and identify options.
  • Work with the Roman Catholic Cathedral, the Red Bus Co and CPIT to develop stronger movement corridors, between and through their properties to AMI Stadium and Cathedral Square.
  • Investigate the creation of incentives to support private redevelopment of industrial sites in a sustainable manner.
  • Investigate a possible amendment to the City Plan to provide for increased residential density, which supports the Urban Development Strategy.
