Parks and Reserves Bylaw 2008

The Bylaw was adopted by Council on 19 June 2008. This Bylaw comes into force on 1 July 2008.

The purpose of the new Christchurch City Parks and Reserves Bylaw 2008 is to provide for the orderly management and control of parks and reserves vested in or under the control of the Council for the benefit and enjoyment of all users of those parks and reserves.

The new Bylaw covers:

  • When parks and reserves are open to the public and when they may be closed.
  • Various restrictions on behaviour in parks and reserves.
  • The rules relating to animals in reserves.
  • Restrictions on the use of water in parks and reserves.
  • The rules relating to vehicles, other mechanical devices and vessels in parks and reserves.
  • When a person may light a fire in a park or reserve.
  • Restrictions on camping.
  • Restrictions on the use of aircraft in parks and reserves.
  • Provisions relating to playing of sports and games in parks and reserves.
  • Specific rules relating to the Botanic Gardens, Rawhiti Golf Course.

Submissions were received between 12 April and 14 May 2008. Hearings were held between 4 June and 9 June 2008. The report of the Hearings Panel is available on the Council Website.

The bylaw brings together and reviews the seven bylaws or parts of bylaws that are still operative in relation to Parks and Reserves. These bylaws having not been reviewed since the earlier amalgamation of local authority areas in Christchurch in 1989. The bylaws are:

  • Christchurch City Council Bylaw 118 – Parks and Reserves 1981.
  • Christchurch City Council Bylaw 120 – Avon Heathcote Estuary and Rivers 1982.
  • Banks Peninsula District Council Bylaw – Parks and Reserves 1996.
  • Heathcote County Council Bylaw – Reserves 1933 (No.1).
  • Riccarton Borough Council Bylaw (No.1) part 8 Parks and Reserves.
  • Waimairi County Council Bylaw (No.1) – 1966 part vii Reserves and Domains.
  • Paparoa County Council General Bylaw – 1981 section 15 Reserves.
