The Christchurch City Council is currently undertaking a strategic planning study of the settlements of the Akaroa Harbour Basin.
Specifically, this study focuses on the urban settlements of:

Detailed maps of each of the settlement study areas can be viewed by clicking on the relevant settlement names above. Please note that the areas indicated on this map are identified for information-gathering purposes and are not planned settlement growth areas.
The purpose of this study is to take an integrated, long-term view (25-30 years) of land use change and other issues within the settlements of the harbour basin and incorporate the local community's preferences on how future land use changes should be managed. This study is being progressed at a broader level than most area plans undertaken by the Council, in that the primary purpose of this study is to identify the issues and develop options for dealing with these. In the future, area planning may be considered appropriate for one or more of the settlements of the basin, at which time more detailed information gathering will be undertaken.
How will this study progress?
A final 'Statement of Issues' has been produced which identifies a range of natural, social, physical, economic and land use issues for the harbour basin settlement areas. The development of this document has been informed by:
- a number of technical reports (see below); and
- public feedback through consultation on the preliminary 'Identifying the Issues' discussion document in 2007. [PDF 4.7MB]
The Council has received, or is currently receiving, a number of consultant reports which have also helped to inform the Statement of Issues. You can view summaries of these, or full copies (where available) at Technical Reports. Information on the 'sieve mapping' process (mapping of land use constraints and opportunities) can also be viewed on this page.
Council staff will next be looking at possible options to address the issues identified in the 'Statement of Issues'. From this, preferred options will be identified. These will primarily be broad-level options, which will help to inform budgets and Council work programmes for the 2009-2019 Long-term Council Community Plan (LTCCP).

The Settlements Study is not the only Council-run project taking place in the Akaroa Harbour Basin. For example, work is being progressed on the proposed Wainui Wastewater reticulation, Akaroa water supply and wastewater options, and the Akaroa Historic Area Variation to the Proposed Banks Peninsula District Plan.
