Long-Term Council Community Plan (LTCCP)
The LTCCP covers the period 1 July 2006 to 30 June 2016. On 28 June 2007, the Council made some changes to the plan. One of the changes is a new Development Contributions Policy (DCP) that will remain in effect until 30 June 2009 unless amended sooner.

What is the LTCCP and the Annual Plan?
- The Council is required, by legislation, to develop a Long-Term Council Community Plan (LTCCP) every three years. It sets out the activities and services that the Council intends to provide for a period covering a minimum of 10 years. This allows the Council to take a long-term view of its responsibilities while enabling it to adjust for changing financial factors and keep its budgets up-to-date.
- The Council is required to carry out consultation prior to the adoption of the LTCCP.
- In the years between development of an LTCCP the Council prepares an Annual Plan which provides a budget for one financial year.
- The LTCCP is the mechanism by which the Council sets rates. The Annual Plan is an update of the forecast made in the LTCCP. If the Council wishes to make a significant change to the LTCCP in a year that an Annual Plan is being prepared, then it must propose a separate Amendment to the LTCCP eg a new Development Contributions Policy.
- The Council is required, by law, to produce an Annual Plan and carry out a public consultation process before finalising the document.
What happens after people have made their submissions on the Draft Annual Plan?
- The submitter will be sent an acknowledgement of receipt.
- If the submitter wishes to speak to their submission they will be allocated a time and date for a hearing
- The Council will receive copies of all submissions
- The Council will meet to hear those submitters that wish to be heard
- Council will consider the submissions during their deliberations on the need for any changes to the Annual Plan
- The submitter will receive information advising them of the final decision of Council.
