Glossary

Application plan - a plan drawn to scale clearly showing the proposed subdivision and all other relevant information as set out in volume 3 chapter 9 rule 1.3 of the City Plan. This is sometimes called a Scheme Plan.

Buyer created tax invoice - a GST tax invoice created by Council to account for the GST content of those infrastructure assets that transfer to Council ownership upon completion of a subdivision.

City Plan - the Operative District Plan for the Christchurch City.

Consent notice - a notice under section 221 of the Resource Management Act 1991 registered on the title to the land in respect to on-going conditions of subdivision consent that affect the property.

Development contributions - a charge levied by Council as a contribution towards the cost of providing and upgrading the infrastructure of the City to accommodate the additional growth opportunities that result from land development. In the case of subdivision the development contribution is required to be paid before council will issue the section 224(c) certificate for a subdivision.

Infrastructure Design Standard - a Council document that sets out the requirements for the construction of infrastructure that will transfer to Council ownership upon completion of a subdivision.

Land Information New Zealand (LINZ) - a department of Central Government that maintains the land title and survey systems and in relation to subdivision processes the survey plans for approval and the issue of the new titles. Find out more at the Land Information New Zealand website.

Landonline - is a secure website operated by Land Information New Zealand for the managing of all property dealing in New Zealand. Find out more at the Landonline website.

Resource consent - is a consent issued under the Resource Management Act 1991 to do something that would not otherwise be permitted by the City Plan.

Section 223 certificate - a certificate issued by Council under section 223 of the Resource Management Act 1991 when the survey plan is both in accordance with the approved subdivision consent plan and complies with the relevant conditions specified in the consent. This is sometimes referred to as sealing the plan.

Sect 224(c) certificate - a certificate issued by Council under Section 224 of the Resource Management Act 1991 certifying that all the conditions of the subdivision consent have been complied with to the satisfaction of Council. This certificate is sometimes called a conditions certificate.

Subdivision consent - is a particular kind of resource consent.

Survey plan - a plan prepared by a surveyor that shows the subdivision with all the dimensions, easements etc for each allotment. These plans are prepared as digital data and processed through a secure website called Landonline. Only those persons with a digital certificate can access the website. A survey plan is also known as a land transfer plan.

Title - the certificate of title for the property. Sometimes called the deeds to a property.
